Stand comfortably with your legs normal distance apart, measure in between your legs from the top of the waistband in the front of your trousers to the top of the back. While standing comfortably with your legs normal distance apart, measure

desire for a higher or lower crotch finish than the pants you currently
have on.

(1/2 Final Measurement ) Run the measuring tape around your leg about 2 inches above your ankle bone. That will be 1⁄2 the finished cuff width. Run the measuring tape around your leg about 2 inches above your
anklebone. That will be 1⁄2 the finished cuff width. Alternatively, lay
your best fitting pants flat on the floor and measure across the bottom
of the pants (this is also 1⁄2 the final measurement).
